CCH INCORPORATED Signs 4-year Deal To Provide IRS With Comprehensive, Authoritative Tax Research And Information

(RIVERWOODS, ILL., June 24, 1999) – CCH INCORPORATED, a leading provider of tax and business law information and a Wolters Kluwer U.S. company, will play a key role in providing comprehensive, electronic research tax materials to the Internal Revenue Service (IRS), the company announced today. CCH has signed a four-year contract under which CCH tax materials will appear on all IRS desktops and laptops performing tax research as the Service upgrades its electronic capabilities from a mostly DOS-based environment to Windows NT and web-based systems.

CCH’s content was selected as a source of tax information in all three of the contract awards made under the IRS' Servicewide Electronic Research System, with CCH being the exclusive source of tax information in two of the awards.

"CCH has supplied the IRS with tax law information print products for several decades, and with electronic products for nearly a decade," said CCH CEO and President Rebecca Hensley. "Now, we're pleased to be a part of the IRS modernization program and to provide more services to a greater number of IRS personnel. At the same time, I'm sure that the tax practitioners who subscribe to CCH products will be gratified to know that they will be reading, literally, off the same page as IRS staff."

For CCH, Contract Awards Focus on Content

CCH gained the contracts after an extensive six-month review by the IRS. The three contract awards involving CCH materials have been made under the IRS’ new unified technology strategy focusing on the needs of the Service’s various internal customers.

IRS employees across the organization will have access to a core tax package that will provide CCH analytical and source-document material on CCH CD-ROM and through LEXIS-NEXIS. In addition to CCH’s core federal tax information, CCH materials on international tax, exempt organizations, pension, payroll, employee benefits and unemployment insurance were also selected for the award.

Popular Desktop Reference, Source Documents

In addition, CCH exclusively will provide a standalone CD-ROM for approximately 17,000 IRS examination field agents who work from their homes or at taxpayers’ worksites, and who need fast access to comprehensive tax information. As the computers used by the examination field agents are upgraded from DOS-based machines to Pentium-class laptops, they will receive the CCH U.S. Master Tax Guide Plus CD-ROM as their main tax research tool.

Created around the country’s most popular professional tax reference, the CCH 1999 U.S. Master Tax Guide, the CD-ROM also contains thousands of primary source documents, including the Internal Revenue Code, Final, Temporary and Proposed Regulations, Revenue Rulings and Revenue Procedures, IRS Announcements, IRS Notices, MSSPs and ISPs, IRS Publications, Letter Rulings and Technical Advice Memoranda, Circular 230 and the IRS Penalties Handbook as well as an extensive library of tax cases.

To meet the special needs of IRS personnel, CCH will add the IRS Actions on Decisions, the Internal Revenue Manual and tax treaties to the standard U.S. Master Tax Guide Plus disc.

The More Things Change, The More They Stay the Same
