Avram L. Sacks, an attorney, is the company's primary analyst of Social Security law. Sacks brings 11 years of experience tracking and explaining legislation, regulations and case law to his analysis of Social Security taxation and benefits. Sacks’ expertise covers an extensive range of Social Security issues, including taxation under FICA and SECA, who is covered under the Social Security Act and subject to the tax, employer obligations, filing requirements and more. Before joining CCH, Sacks represented claimants as a private practitioner, and was the Social Security Administration’s Assistant Regional Counsel for the U.S. Department of Health and Human Services.
